DESCRIPTION:Cyberbiosecurity: A Unique Marriage of Biosecurity and Information Systems Presented By: Julianne L. Baron\, Ph.D.\, CPH\, RBP\, President\, Science and Safety Consulting\, LLC \nIncreasing reliance on the internet and technology in research and biomedical laboratories has opened these organizations up to increased focus for cyberattacks. These attacks may be perpetrated by external actors or individuals internal to the organization (purposefully or accidentally) and can take advantage of a lack of knowledge by research staff about phishing\, access control best practices\, and network security especially of research instrumentation\, automated laboratory equipment\, and building automation and control systems that may be connected to the internet/cloud. This talk will introduce the types of cyberthreats that have been commonly perpetrated against research and biomedical organizations. We will discuss existing federal guidance documents from the National Institute of Standards and Technology (NIST) and the Federal Select Agent Program (FSAP) that address critical infrastructure cybersecurity and information systems security controls. Finally\, we will explain some best practices relating to identity management and access control\, awareness and training\, and device security to give biorisk management and laboratory personnel a better working understanding of cyberbiosecurity. The goal of this talk is to provide a framework to facilitate better conversations between laboratory and biorisk management staff and their organization’s IT staff to promote cyberbiosecurity in their facilities.

Animal Research for Biosafety Professionals – An Introduction \nSusan Harper\, DVM\, DACLAM\, DACVPM\, RBP(ABSA)\, National Institutes of Health—Office of Animal Care and Use\, Bethesda\, MD \nLesley Colby\, DVM\, DACLAM\, University of Washington\, Seattle\, WA \nAnimal Research has contributed to major scientific advances in biomedical\, veterinary\, and environmental sciences and in public health. However\, these efforts often pose significant risks to the health and safety of research and facility staff due to the wide range of species\, complex experimental procedures and equipment\, and facility hazards that are involved. Balancing optimal worker safety and animal welfare with research objectives yields the best results but requires a solid understanding of how animal programs are managed and an ability to identify and mitigate inherent risks. This course provides a thorough introduction to routine hazards commonly encountered in animal programs that utilize rodents\, small animals\, nonhuman primates\, aquatics\, and agricultural species\, with a primary focus on identifying and managing biological\, chemical\, radiological\, and physical hazards. Topics include assessment and management of animal program hazards; universal regulations\, guidelines\, and quality standards that apply to animal research; duties and responsibilities of key program personnel; local oversight systems; best practices that enhance the quality of animal care; and strategies for biosafety professionals to develop and maintain effective partnerships with program staff and institutional animal care and use committee members. Opportunities will be provided to apply new knowledge and skills through interactive group activities and problem-solving sessions. The instructors are experienced laboratory animal veterinarians who are actively involved in the management\, oversight\, and evaluation of animal care and use programs. It is also suitable for persons who supervise biosafety professionals and for those who will benefit from additional knowledge of biosafety as a complement to their primary responsibilities. \nThe week-long training will address preparations for audits and inspections\, BSL-2/BSL-3 building design and operations\, clinical and public health lab biosafety\, prion disease research\, and field investigations. All lunches and an offsite dinner on Tuesday will be provided. The course will review Appendix K from GLSP to BSL-3 LS\, with a focus on primary and secondary containment. It will review basic bioprocessing steps\, such as fermentation/cell culture and purification technologies. Examples of classic and newer single use technologies will be provided. Pearls and pitfalls of the various technologies will be discussed\, using various scenarios. The course will include a review of risk assessment techniques used for large scale bioprocesses and a discussion of large-scale related to vaccines\, viral vectors\, and recombinant proteins. \nOBJECTIVESUpon completion of this webinar\, participants will be able to: \n\nRecognize large scale bioprocessing technologies\, the inherent risks and how to perform and document risk assessments\nDescribe the advantages and disadvantages of single use biotechnology equipment. The risk assessment must accompany a medical evaluation that monitors workers for underlying medical risk factors\, allergies\, and vaccination status and awareness training for workers exposed to animals. \nThis introductory webinar will provide an overview of the hazards associated with animal work and focus on the questions that should be asked in a risk assessment to elucidate the information needed to build a complete risk assessment profile for work conducted with animals and with animal derived tissues and specimens. The webinar will cover strategies for implementing the risk assessment\, including how and when to involve other specialists\, and integrating the process into the overall occupational health program. Circumstances where additional information is needed to complete the risk assessment will be identified; such situations will require follow-up interviews and in some cases site visits by the biosafety professional. SUMMARY:Preventing and Treating Biological Exposures: An Occupational Health Colloquium
DESCRIPTION:Colloquium topics include: \nNewly updated Lentiviral Vector Guidelines\nPresented for the first time with primary author Gary Fujimoto\, this program will discuss new issues associated with lentiviral and retroviral vectors along with updated recommendations for post-exposure prophylaxis. With the FDA approvals for multiple vector-based therapies\, the number of individuals working with these agents is rapidly expanding. While these technologies generally involve replication-deficient agents\, the potential hazards associated with transgene incorporation into one’s genome need to be conveyed to all those working with these vectors. \nTB Expert Group\nMycobacterium Tuberculosis has been a leading cause of death throughout much of human history and remains so today despite 150 years of diagnostic development and nearly a century of antibiotic availability. This session will focus on current developments in epidemiology\, diagnostics\, and therapeutics. Case studies and a panel discussion will provide opportunities to address issues specific to occupational and research exposures. \nmRNA and other Gene Transfer Platforms\nClinical trials utilize a wide array of gene transfer platforms for the delivery of therapeutic products for the treatment of a spectrum of cancers\, infectious diseases\, and rare disorders. In this talk\, we will highlight some contemporary gene transfer platforms currently in use in the clinic and discuss biosafety and occupational health considerations when working with such products. \nMalaria Case Review and Research with Humanized Mice\nUpdates for employees and scientists on Plasmodium species (malaria) and risk for exposure to laboratory workers. This discussion will include a case review\, information on medical management plans and post exposure prophylaxis. Mosquitoes and human liver-chimeric mice are used to study the complete Plasmodium falciparum life cycle in a lab setting. This unique process leads to insights that can help develop novel means of intervention. Ashley’s work involves some specific biosafety approaches that will be discussed. \nTravel Medicine & Occupational Health\nWorker protection and prevention while traveling is part of an appropriate occupational medicine program for universities. This presentation will provide the research scientist with the most up to date information on travel vaccinations\, malaria prophylaxis\, insect bite avoidance and prevention and treatment of traveler’s diarrhea. Human infections are rare but are reported consistently. Therefore\, work with HPAIV may encompass a wide variety of activities including lab-based research\, animal work\, field studies\, and handling of positive diagnostic specimens. The goal of this workshop is to enable the audience to understand the basics of HPAIV\, the risk associated with handling the virus or positive samples\, and mitigations for handling it. An introduction to the basic biology of HPAIV including a brief description of pathobiology including modes of transmission and exposure routes among different species. A summary of what is known about transmission of the virus to and from wild birds. What is known about transmission from avian species to mammals will be covered from both a virus\, exposure route\, and disease pathogenesis perspective. DESCRIPTION:The Vaccine and Infectious Disease Organization (VIDO). the Canadian Association for Biological Safety/ L’Association Canadienne Pour La Sécurité Biologique (CABS-ACSB) and Merrick Canada ULC are pleased to co-present the International High Containment Operations and Maintenance Workshop . \nThis workshop addresses the increasing needs of facility operators\, maintenance and operations staff for training in relevant aspects of biocontainment facilities and fills a critical need within the operations and maintenance community. \nThis four day course allows participants to gain hands-on experience in some of the special containment and facility support areas (CL3 and CL3-Ag) of the International Vaccine Centre (InterVac)\, Canada’s newest and largest CL3-Ag facility. \nProposed workshop topics will include: \n\nPhysical integrity verification of containment laboratories;\nAssessing the performance of HVAC and HEPA filtration systems\nPerforming maintenance and operational functions on critical containment systems\nIntegrating operations and maintenance with the scientific program\nAssessing and verifying the performance of primary containment devices\nWaste treatment and solid waste systems\nEnergy centre operation\nElectrical systems and maintenance\nDecontamination procedures for animal containment spaces\n\nIn addition\, participants will be presented with an overview in biosafety and biosecurity\, as well as lessons learned in facility design and construction. \nAfter successful completion of this 4 day workshop participants will be able to: \n\nDescribe a HEPA filter\, how it works and how it is certified\nExplain the purpose of a BSC and how it works and identify the elements of BSC certification\nIdentify and describe different systems and roles found within the energy centre of a large facility\nList different methods of treating liquid effluent from a biocontainment laboratory and identify items that could be considered when selecting a treatment system for biological laboratory waste\nDefine purpose of room integrity in a containment laboratory and describe how it is tested and verified\nDescribe how to safely maintain the different electrical distribution systems in a containment facility\n\nThe uniqueness of this workshop is in its intensive\, participatory-based approach. DESCRIPTION:Harvard Yale IBC Symposium (HYS) 2024\nIntroduction and Overview\nThe theme of the 2024 HYS symposium is high-risk research\, including dual use research of concern\, gain of function\, transfer of drug resistance that may not be acquired naturally\, altering the host range of pathogens\, or enhancing a potential pandemic pathogen.  The event will kick-off with presentations from leading policy makers who will provide an update on the current landscape in the United States on this topic and provide information on how existing policies must transition to keep up with the rapid advancements in science.  We are excited to introduce our keynote speaker\, Dr. Megan Palmer\, a leading expert in the field\, who will discuss the importance of building and utilizing an evidence base and incorporating adaptive risk management in national decision making. \nA roundtable on Occupational Health will also review essential elements for medical surveillance for researchers working with biohazards with ample opportunity to interact with the panelists and get guidance on any pressing occupational health program questions.  Addressing occupational exposures to high-risk biohazards will be featured and attendees will also be provided with a sample occupational health document for one high-risk pathogen experiment to use as a template for developing their own plans. \nA first of its kind interactive Mock IBC session will give all attendees an opportunity to participate in an IBC meeting where only high-risk research protocols will be presented\, reviewed and discussed\, and then voted upon.  Attendees will receive registration documents prior to the event\, will then be provided with brief presentations on the proposed research and hear from the assigned primary reviewers\, before weighing in on their own opinions regarding potential risks.  The protocols have been designed to be controversial and straddle the lines of regulatory boundaries. \nThe event will close with an updated survey on exactly where we are as individual institutions on how we establish our own guidelines for the review of high-risk research. \nWe look forward to sharing this unique learning opportunity this year with you. \nRebecca Caruso & Benjamin Fontes

President George W. Bush mandated its use for all Federal Agencies and strongly recommended its use at all levels of government and within private organizations. The authors of this course have a significant amount of ICS experience\, including the highest level of qualification in ICS: Type 1 Incident Commander. They have successfully used ICS in real-life laboratory incidents and Biosecurity exercises. The instructors intend to give the participants an overview of ICS and enough information to incorporate the system into their plans\, training\, and exercises. Personal Security in Laboratory Biosecurity Programs\nBen Perman\, PhD\, RBP(ABSA)\, U.S. Coast Guard\, Washington\, DC\nLindsay Odell\, PhD\, DTRA\, Fort Belvoir\, VA\nPersonnel security is comprised of security measures focused on people and behaviors rather than typical physical barriers approaches. Personnel security can be thought as the “administrative controls” in any advanced security program. This course will teach administration\, management\, and researchers the basic principles of threat assessment and introduce participants to the role of comprehensive personnel security in a laboratory biosecurity programs. The course is intended to give participants a basic tool-kit that will allow them to implement successful comprehensive insider threat mitigation strategies using personnel security approaches at their home institutes and to convey concepts in personnel security to their colleagues. Participants will be presented with relevant case studies in order to learn about relevant threats in the biomedical and health sectors. Participants will learn about all aspects of personnel security including: suitability\, reliability\, peer and self reporting strategies\, threat assessment\, OPSEC\, INFOSEC\, and an introduction to elicitation\, manipulation and surveillance awareness. These concepts will be put in to practice in interactive\, live role-playing scenarios that include interview tactics\, deception detection elicitation and surveillance detection.
